In order to purchase visitor permits, as you are not yet a permit holder you must complete this initial application form and submit the requested proof of residency. Once your proof of residency has been verified and this application has been approved, you will receive a confirmation email. After receiving the confirmation email you will be able to go ahead, and purchase visitor permits each month going forward.
